Section 907, hereby titled RESIDENTIAL RENTAL PROPERTY REGISTRATION is herehy <br />created as follows. <br />Section 907.01. Purpose. The City recognizes a need for cm organized registi^ation progi^am ofi^esidential <br />rental property with 1 to 4 units within the City in order to identify c�' quantify small rental nnits in the <br />City cmd provide informationcmd a method to enforce minimum standards to meet City cmd State safety, <br />health, fire, c�a' zoning codes within the City c�' to provide a more efficientsystem to ensure that the <br />stock o frental property within the City is properly maintained. The City recognizes that the most efficient <br />system to provide informationregarding safety,health, firec�' zoning codes forrental properties is <br />through the creation o fa program requiring the regist�^ation o fall residential rental property with 1 to 4 <br />units within the City. <br />Section 907.02. Definitions. <br />� <br />� <br />i, <br />The term "residential rental property" means any building, st�^ucture, room, enclosure, or mobile <br />home with 1 to 4 units including the real property upon which it is located cmd which surrounds <br />it, which is rented or offered forrent as living quarters. Residential rental properly does not mean <br />on-campus college housing, hospital units, nursing home units, multiple rental property over 4 <br />units � hotels or motels with daily rental units, all ofwhich shall be specificallyexempt fr+�� ii <br />regist�ation under this Section. <br />The term'person" includes natural persons as well as business entities, whether one or more. <br />The term "City"means the City ofRoseville, or, the person or entity designated by the City to <br />administer c�' enforce this Section. <br />The term "Roseville FIR.A" �v^ "HRA " means the Housing cmd RedevelopmentAuthorityin cmd <br />forthe City ofRoseville. The HRA is herehy designated as the administ�ating c�' enforcing <br />entity ofthe City ofRoseville Residential Rental PropertyRegishation Progi^am. <br />The term "compliance officer "means any person � entity designated by the Roseville H R A to <br />performinspections when required under the guidelines ofthe ordinance andlor determine <br />compliance with the applicable rules, standards, statutes cmd ordinances. <br />Section 907.03. Registration Requirements. Exceptas provided in Section 907.05(�), it is unlawfu� for <br />any person to hereafter occupy, allow to he occupied, advertise for occupancy, solicit occupants of, o�^ let <br />to another person for occupancy any residential rental property o f 1 to 4 nnits within the Ci ty for which an <br />application for regishation has not been properly made cmd filed with the City or after the time that a <br />regishation is suspended or revoked, unless the owner I�as appealed the suspension or revocation c�' a <br />stay is in place in accordance with Section 907.15. Initial registi^ation cmd renewal shall be made upon <br />forms furnished by the City for such purpose c�' shall specifically require the following minimum <br />information: <br />Name, address c�' phone number o fthe property owner and, i fowner is not a natural person, the <br />name, address c�' phone number o f a designated agent for the owner. <br />
