Fees. There shall be a registration fee. There shall also be a registration transfer fee and <br />a registration reinstatement fee. All fees shall be established by annual resolution of the City Council. <br />Administrative fines for failure to comply with any portion of these rules, standards, statutes, and <br />ordinances shall also be consistentwith the administrative fines outlined in Section 102 of the Roseville <br />City Code. All fees and fines shall be charged to and payable by the property owner. <br />Section 907.05. Manner of Registration. <br />1. An owner of an e�sting rental properiy as defined by this Section must apply for registration <br />pursuantto this Section no later than 60 days following the effective date of this Section. <br />2. For propertiesthat were notbeing used as residential rental propertiesbeforethis Section was <br />adopted, initial application for registration of properiy or for registration of residential rental <br />properiy when there is a change in type of occupancy, shall be made by personally filing an <br />application for registrationwith the City before the property is used as residential rental property <br />or before use as a new type of occupancy. <br />3. If there is a change in the type of occupancy from the type stated on the registration statement, a <br />new registration statement will be required. <br />Section 907.06. Registration Exemptions. <br />1. The owner of a rental Dwelling Unit is exempted from the registration requirement of this section <br />if a11 renters of the Dwelling Unit are related to the owner as a parent, child, sibling, grandparent, <br />grandchild, step-parent, step-child, step-grandparent, or step-grandchild and the owner files an <br />affidavit with the City stating that each of the renters are one of these relations. The owner must <br />notify the City in writing within 30 days if the exemption described in this section is lost because <br />the renters are not related to the owner as one of the above-referenced relations. <br />Section 907.07 Transfer of Property. <br />It is unlawful for the owner of a residential rental properiy as defined in this section upon whom a <br />correction order has been served to sell, transfer, or lease or otherwise dispose of the residential rental <br />property to another person until the correction order has been complied with, unless the owner furnishes <br />to the transferee a true copy of any notice of violation or correction order and obtains and possesses a <br />receipt of acknowledgment.
