A copy of the executive summary of the report is attached.
15
l C The report was initiated to identify the feasibility of constructing a private fiber optic network
t amongst NSCC member cities that could serve as either; 1) a replacement of the Comcast-owned
1 fiber network, or 2) a redundant fiber optic network.
I'
:'.C. The current Comcast-owned fiber network is provided to the City of Roseville, and other NSCC
? 1 cities, by virtue of our cable franchise agreement. Under the terms of the Agreement, the City of
? Roseville can use the I-Net for any institutional use (i.c;. to provide connectivity between city
= facilities). Conceivably, when the cable franchise is renewed in 2013 or if local cable
=I franchising goes away altogether due to federal or state actions, the City of Roseville could lose
5 access to this fiber network This uncertainty led to the creation of this Report.

City Staff have evaluated the CTC Report. Based on the conclusions in the report and in
consideration of the City's long-term connectivity and business needs, Staff submits the
2 following position statements.
3
1 Position Statement #1 — The CTC Report has value in that it assessed a potential alternative
3 to the Conzcast provided institutional rxeiwork. However, additional study and discussion is
; necessary to conclude whether this alternative is viable or even a preferred option to meet the
needs of tlxe City of Roseville.

 ;
' $

The CTC Report identified one potential alternative to the Comcast-provided institutional
network While the Report identified the facilities that are currently connected'to the I-Net and
provided a general assessment of the current needs of those facilities; it is not indicative of
Roseville's long-term fiber infrastructure needs.
