Recently, the City completed a 20-year visioning process which among <br />many things identified a desire to construct a community-based network that would incorporate <br />all corr3r�uxa�� services including the school district, city, and possibly the private sector. <br />S? Partnership opportunities such as a privately-owned fiber network ought to be community based. <br />�3 This ensures that gover�ment activities that serve common constituents are coordinated together <br />�� thereby avoiding duplicative efforts. More importantly, the goals of the community remain <br />�� paramount to any smaller, localized obj ectives. <br />56 <br />�r <br />�� <br />5� <br />C77,� <br />�� <br />�� <br />.�3 <br />�� <br />�.� <br />�� <br />6? <br />�}� <br />6� <br />As an example, citizens of Roseville receive direct and indirect services from multiple <br />govemmental agencies including, but not limited to; City, County and School District. Any <br />number of multi jurisdictional partnership opportunities could present themselves using the same <br />fiber network. <br />Position Statement �3 — Tlze City's business continuity needs ough� to be a component of a <br />municipalfiber optic communication networl� <br />The City maintains business relationships with dozens of governmental jurisdictions and other <br />organizations. �'hese relationships have varying degrees of significance and influence on the <br />provision of City services. Any planning or implementation effort designed to improve our <br />ability to sustain operations ought to be precluded by a prioritization process. <br />7f� As an example, the City provides engineering and information technology support services to the <br />�� cities a�Arden Hills and Falcon Heights. Arguably, it would be in the Roseville's best interest <br />��� to prioritize connectivity efforts to these cities as opposed to cities in which we do not provide <br />� �� services. <br />7•� <br />�� <br />��� <br />?� <br />7� <br />��� <br />SO <br />81 <br />�� <br />�33 <br />�y r� <br />�� <br />Position Statement �4 — The City of Roseville should retain ownership and management <br />cont�ol of City infrast�ucture and right-of-way. <br />In the same manner as the City maintains ownership and management control of its streets, <br />utilities, and park system, the City ought to retain similar control over any locally-paid fiber <br />optic network A possible exception to this position may arise if an opportunity to leverage <br />public dollars with private investmentpresents itsel£ In this instance, a jointly owned asset may <br />enhance local services at no added costs. However, the City would need to take the necessary <br />steps to ensure that any local investment is fully recovered should that asset be sold or <br />transferred. <br />� <br />( <br />
