Year 2030 <br />volumes were developed using data from the recently completed Twin Lakes AUAR Update. <br />Based on development assumptions contained therein, an annual growth rate of one-half percent <br />was applied to the existing peak hour turning movement volumes to develop year 2030 <br />background traffic forecasts. Adjacent land uses expected to deve�op/redevelap were then added <br />to produce the year 2030 forecast volumes. Figure 3 displays the resultant year 2030 forecast <br />traffic volumes. <br />An operations analysis was conducted for the weekday a.m., midday, and p.m. peak hours as well <br />as the Saturday midday peak hour at the key intersections along Fairview Avenue to determine <br />how the proposed Alternatives will operate under year 2030 conditions. Analysis results shown <br />in Table 3 indicate that under year 2030 peak hour conditions, all key intersections will continue <br />to operate at an acceptable overall LOS A, with existing traffic controls and geometric layout. <br />However, it is worth noting that during the weekday midday and p.m. peak hours, the west <br />approach of 4akcresi Avenue is expected to operate at LOS E(approximately 40 seconds of <br />delay). It should also be noted that as side-street delays increase, safety begins to degrade.
