Cour�cil- <br />15 member �'ust not�d tha� ih� City and state had many rules to minimize <br />I5 those adverse impacts; however noted that the C��y Council only had <br />17 authoarity to require environmental review under certain eari���r�a, and <br />18 opined that at the advzce o£ the City Attarney and �he EQB, the City <br />19 d�dn't have discretion to order an EAW in �his znstance. Council- <br />20 member Pu�� observed that simply saying w� wished we had such au- <br />21 thority and trying to act accordingly, and the City Council making an <br />22 at�empt to read ordinanc�s based on whatevex case appeared before <br />23 the�n, was noi wha� they were elec�ed to do.
