Task 2— Establish Understanding of Roseville Today <br />The future of Roseville will be built on the foundation that exists in 2007. In this task, HKGi seeks to <br />create a strong understanding of: <br />+ Physical and demographic characteristics of the cpmn�uz�ity. <br />. E�sting plans and policies that create a framework for future development. <br />. Forces and influences that ha�e shaped the community and will continue to do so into the future. <br />• Community perceptions about Roseville. <br />Each of these items provides important context for creating and evaluating potential changes to the <br />Comprehensive Plan. <br />2.1 Collect and review existing data <br />As suggested in the Data Collection list, Roseville has a wealth of e�sting information that must be <br />considered in updating the Comprehensive Plan. Understanding this information helps HKGi a�oid <br />duplicating past work and to acknowledge existing plans and policies. This tasks allocates time to our <br />organization and review of e�sting information about Roseville. <br />2.2 Prepare Community Profile <br />��i will use e�sting data sources to prepare an initial profile of Roseville. The contents of the profile <br />will be influenced by the nature of e�sting information that describes the community. At a minimum, the <br />community profile will include: <br />• Demographic, economic and housing trends from �1.5. Census. <br />* Student population characteristics and enrollment projections from TSD196_ <br />• Future population and employment forecasts from Metropolitan Council and Ramsey County (used in <br />transportatioii model). <br />+ Recent development trends fi-orn building permit and properiy value data. <br />. Mapping of basic physical characteristics including existing land use, current land use plan, zoning <br />functional classification of streei system. <br />• Mapping of the built environment (if data is available from City or County). <br />I�KGi will compile this informationinto document with explanatory text and graphics. This <br />document will be distributed to the Steering Committee, Planning Commission and City CounciL It <br />will also be created in a fonn suitable for publication on the City's website. <br />2.3 — Gather Initial Public Input <br />It is important to inform and engage the community from the beginning of the planning process. Our <br />experience with more traditional approaches in similar settings raises doubt about the merits of public <br />meetings at this stage of the process. In general, people ha�e very limited free time to attend public <br />meetings and are even less tikety to show up at meetings that don't focus on very specific topics. <br />Additionally, a growing segment of the population would rather interact online. Younger segments of the <br />population today are far more attuned to Facebook than they are of face-tafacemeetings. <br />We have learned from recent experiences to redesign the initial means of przbtie participation. Our goals <br />in this task are to: <br />� Use variety of ineans to inform community about the plan. <br />. Leam about public perspectives in a more focused and directed manner. <br />. Make participation flexible and adaptable to people's schedule and lifestyles. <br />6 <br />
