• Bring the process to the people.
• Preservebudgetto obtain guidance laterin the process.
Our steps for initial public input include the following:
Listening sessions
HKGi will conductup to eight (8) listening sessions. These sessions provide an opportunity for key
stakeholders to learn about the planning process and to provide input on issues that should be considered
in updating the ComprehensivePlan. HKGi will work with City Staff to determine the stakeholdersto be
involved in these sessions. We recommend that some of the one-on-one be with groups such as
representativesof residentialneighborhood associations, the business community, representatives of faith
and non-profit groups, etc. Other sessions would be -or in the form of interview discussions with
individuals.
Cable TVprograrn #I
HKGi will work with city staff to produce a program for broadcast on cable channel 14 or I5. This
program will provide a public orientation to the planning process. It will eplain the importance of the
Comprehensive Plan and introduce some of the issues facing the future of Roseville. The program will
also provide instructions on other options for public input. This program will also be recorded onto
tapelDVD to allow other groups to view it outside of cable rebroadcasts. If technology allows, it would
be desirable to make the program downloadable from the Internet.
Roseville conversatior
ITTGi will prepare support materials to conduct the "Roseville Conversation" . The Conversation takes
the approach used for our initial public meetings and packages it for use by groups and individuals.
HKGi will create a kit of materials will allow groups to conduct their own simple community workshop
to describe what they like about Roseville and the issues that need to he considered in updating the
Comprehensive Plan. The kit would be sent to civic, community, school, athletic, and faith groups
throughout the community. The information will also be posted online.
"Prb'Ybacking"
HKGi will look for ways to "piggyback"on other forums for public participation. We will eplore
opportunities to connect with programs, community events, newslettrs and websits of other graups
within and serving the community. HKGi will compile all of the input received in this task and prepare a
written summary of findings.
Optional service — niuiied'survey
-KGi has the capacity to perform a statisticallyvalid mailed survey. We recommend this survey if the
City feels the need to obtain more specific public feedback on issues and the future of Roseville. A 2,500
household survey would cost $8,000 (with the City responsible for printing and postage).
The CLIENT and CONSULTANT intend to negotiate a scope of services and fee for the second phase of
the PROJECT.
