However, Councilmember Pust spoke in opposition to <br />negatively affecting of limiting use and rights of private property <br />owners. �ounc,ilmEmber Pust further opined that, if the City owned <br />the property, it would be a decision internally, but with the property <br />owned privately, and given threatened litigation already, it didn't <br />seem like good policy to establish a moratorium. Councilmember <br />Pust further opined that she was in full support of going full steam <br />ahead with community planning, but questioned the need for a mora- <br />torium to do that planning; and seemed to simply attempt to make it <br />easier for the Council to bring things to a halt to make decisions when <br />it was more convenient for them to do so, rather than being leaders <br />and doing that planning more immediately and not affecting private <br />property owner rights. <br />Mayor Klaus�ng, on a personal note, advised that the Twin Lakes re- <br />development area had consumed a major part of his life over the last <br />five years; and clarified that the purpose of the previous moratorium <br />was not for property acquisition, but to provide for the majority City <br />Council-appointed stakeholder group to meet, and allow for a public <br />
