Mayor Klausing read the minutes and <br />motion from the meeting when the previous moratorium was enac��d. <br />� Mayor Klausing concurred with Councilmember Pust's observations <br />5 and comments regarding the value of public planning; however, he <br />� questioned what additional public input would be obtained from an- <br />'� other public planning process, unless there were assurances for a dif- <br />� ferent conclusion that what had already been provided. <br />S� <br />F, c� <br />�� <br />]2 <br />1� <br />14 <br />1� <br />1� <br />1'� <br />Mayor Klausing reviewed his personal history with the development <br />area, noted his original opposition to the initial retail composition and <br />the parcel designated for retail the only parcel controlled by the prop- <br />erty owner. However, Mayor Klausing noted that when the proposed <br />project became further developed, with valuable public input from the <br />stakeholder panel, using many of their recommendations, he had re- <br />vised his opinion of the proposed plan. <br />�� Mayor Klausing reiterated that he was supportive of a public planning <br />1 i3 process; however, he was not supportive of further impositions on <br />�� private property owners, following the previous condemnation proce- <br />�� dures, implied in another moratorium process. <br />�� � <br />�� <br />�� <br />�� <br />��� <br />�� <br />�.8 <br />�S� <br />�c� <br />3] <br />3� <br />3� <br />�4 <br />3� <br />3� <br />3� <br />�� <br />�� <br />For the record, Mayor Klausing acknowledged an e-mail received ear- <br />lier from Mark �.a�cone with Roseville Properties, expressing opposi- <br />tion to a moratorium. <br />Councilmember Ihlan opined that Mayor Klausing's comments <br />seemed ironic, given past actions; and noted that she and others were <br />forced to react negatively due to the previous process not being more <br />open and publio-supported. Councilmember Ihlan spoke in support of <br />a quick process, but opined it was time to do something to make the <br />public and developers aware of what the Council was planning. <br />Councilmember Pust reiterated her opinion that she agreed it was time <br />to do something, but she didn't think the action required a morato- <br />rium. <br />Councilmember Kough opined his support for development and con- <br />taminated land clean up in the Twin Lakes area. <br />
