7
1;ti Given the unique nature of operations at the Skating Center, entrances and exits
 are susceptible to slippery conditions despite laborious snow removal and ice
, prevention efforts. This is due to changing weather conditions as well as heavy
;, foot traffic by patrons and staff, which can lead to snow and ice buifdup. In the
_, _ past five years, a number of slips and falls have occurred in these areas resulting
: in some significant injuries. The medical costs of these injuries for city staff alone
:i are in excess of $50,000. A heating system for the concrete surfaces at the
5 Skating Center entrance should prevent the formation of ice and greatly diminish
, v the chances of costly slips and falls in the future. It is projected that the costs of
;- an in-concrete heating system will be more than offset by the savings realized
; due to lower medical treatment costs and labor savings.
;{}
t i :1

v}
 x
.
f,_ 4
{
S.` El
 ,
• V

When it was initially bid as an alternate to the original remodel project the costs
ranged from several "no bids" to $100,000 suggesting that a new cost should be
obtained at a later date as the project moved forward and when the scope of the
project and the geothermal study was better understood.
