Currently, <br />animals are licensed for up to two years which is based on the rabies vaccination period. An internet <br />search of cities across Minnesota for lifetime licenses produced only Minneapolis and St. Paul as units of <br />governmentwho offer lifetime licenses. The results of this search are attached to this RCA. <br />These people are scheduled to address this issue at the October 8 meeting: Carol Kough; US Humane <br />Society Representative Jill Fritz; and Veterinarian Dr. Ballinger <br />Policv: <br />It is within the Council's authority to amend city code. <br />Financial: <br />The police department will need to purchase a microchip reader at a cost of approximately $225. At this time, <br />city staff does not send out renewal notices but will to lifetime license holders in order to remind owners to <br />vaccinate their pets. If these renewal letters reach a high level, a computer program may be required to <br />automate the process. The cost and type of computer program is not known at this time. <br />Staff Recommendation: <br />It is recommended Council approve the additional language to ordinance 501.06, License Required, of <br />Roseville City Code. It is also recommended Council approve the cost of the Lifetime license at $75 per <br />animal and the additional language to 301.03, License and Fees. It is also recommended Council strike <br />the wording related to the cost of the license in 501.06, License Required, in order to avoid any potential <br />conflicts in wording or costs. <br />Council Action Reauested: <br />Enact adding language to Sections 501.06, License Required, and 301.06, License and Fees, along with <br />striking language in Section ��.a6, License Required. <br />
