Over the <br />past few months, the City of North St. Paul and the City of Roseville have held ongoing <br />discussions with regard to the provision of geographic information systems (C��S} services. <br />The City of Roseville currently employs two full-time employees to coordinate and maintain the <br />City's ��� data and map products. The City maintains other j oint powers agreements with <br />fifteen (15) surrounding cities to provide telephony, information technology support, and <br />engineering services. The proposed JPA with the City of North St. Paul for x� services is <br />similar to these existing Agreementswith other cities in both structure and substance. <br />Discussion Items <br />In an effort to derive more benefit from the Ramsey County �r�5 data for which it already pays <br />an annual fee, the City of North St. Paul wishes to engage the City of Roseville in a j oint powers <br />agreement. Staff believes that the City of Roseville can provide the �I � support desired by the <br />City of North St. Paul without compromising services to Roseville. <br />The attached JPA has been approved by the City of North St. Paul and is awaiting approval from <br />the Roseville City Council. <br />Budget Impact <br />The proposed JPA provides non-tax revenues to support City operations. The hourly rates <br />charged to the City of North St. Paul would be approximately 1.5 times the total cost of the City <br />employee. (Yet substantially lower than could be obtained from private companies—hence the <br />value to the City of North St. Paul is greater). <br />There is no immediate budget impact. The presence of this JPA along with existing budgeted <br />revenue sources is sufficient to fund the City's personnel and related costs. <br />Council Action Requested <br />Approve the attached Joint Powers Agreement with the City of North St. Paul for the purposes of <br />providing geographic information systems (GI�S) services. <br />
