They are going out to bid for this project in Januazy 2008, with
construction to begin as soon as feasible in the spring. This safety project for the Snelling and County
Road B intersection includes the following imrovements:
. Addition of a northbound through lane on Snelling Avenue from a point just north of itoselawn Avenue
to TH 36 eastbound ramps.
. New signal at County Road B. The east and west legs of this signal are under Ramsey County
jurisdiction. Half of the cost of this signal is the responsibility of Ramsey County.
. Right turn lanes at County Road B and Snelling, on both east and west legs of the intersection.
. New Signal atthe Slillzan/ HarMar/ Snelling Avenue intersection: The east and west legs ofthe signal
at arMar and Snelling are under City of Roseville j urisdiction. Half of the cost of this new signal will
be the responsibility of the City of Roseville. This is a state aid eligible cost. Once the state has put
together cost share agreements for this intersection, Staff will bring them to the City Council for
approval.
3] As discussed above, the State will be constructing a right turn lane on the east and west leg of County
? Road B and Snelling. Currently, the City has a 10 foot wide pathway easement in tle SW quadrant of
this intersection. In order to obtain the right- of- way necessary to construct this turn lane, they need it to
be free and clear of encumbrance. To accomplishthis, they have requested the City to convey this
5 easement by quit claim deed to the State of Minnesota.

3 Currently there is a pathway on the easement, the state will reconstruct this pathway on their right- af
#C way as a part of the project.
Financiai Implications: There is no cost to the City for the reconstruction of t1e existing pathway. The
pathway easement was originally obtained by the City in 1987. Only a portion of the easement is being
 l deeded to the State.
?

A

RECOMMENDED COUNCIL ACTION:
Approve Selingl County Road B Proj ect quit claim deed for pathway easement.
Prepared by: Debra Bloom
