Response: We will add narrative to the final AUAR update to reflect the District's comments <br />regarding inf3tratior�/filtra�ion/biofliration as per the comment. <br />RCWD Comment 4: In addition to providing regional stormwater treatmentfacilities, the <br />District would like to see this developmentplan incorporate and promote the use of the local <br />stormwater management practices (e.g., inf''ilf�aiion practices, bioretention, low impact <br />development techniques, etc.) that would also provide improved water quality and volume <br />control at the individual site level. <br />Response: Comment noted. Low impact development stormwater management techniques may <br />be incorporated into the stormwater management approach for individual sites based on s�te-- <br />specific considerations,which are not known at this time. <br />RCWD Comment 5: It should be noted that the RCYYD is currently in the process of revising <br />their stormwater rules and that these draft rules may be in effect by the time that this project is <br />initiated. If the Twin Lakes Business Park is designed to meet existing District Rules, the District <br />does not anticipate that the proposed rules will place further stormwater restrictions on the site. <br />Response: Comment noted. <br />�111c"ahz Goff, Minnesota Department of Transportation, September 24,2007: <br />M��I�O�' Comment l: An updated Synchro S'imfT�a�c Analysis is strongly recommended lo <br />determine the mitigation requirements for the improvements represented for the 1-35W/�'leveland <br />Avenue northbound ramps and the I 35W/County Road D northbound ramps. <br />Response: SRF` conducted updated Synehra/SimTraffic analyses as part of the overall areawide <br />operations analysis and presented this information in a Technical Memorandum. All known <br />Mn/DOT roadway improvements programmed at the time of our analysis were tal{en into <br />account. If additional Mn/DOT roadway improvements have arisen, please advise. The detailed <br />level of service operations analysis results were presented along with the recommended <br />mitigation strategy necessary for each key intersection (or roadway segment) to operate <br />acceptably. Additional clarification of this comment may be necessary. <br />MnIDQ';�" Comment 2: 7�af�c noise fi^om I 35W could exceed noise standards established by <br />the Minnesota Pollution Control Agency (MPCA), the U.S Department of Housing and Urban <br />Development, and the U.S. Department of Transportation. Minnesota Rule 7030.0030 states that <br />municipalities are responsible for taking all reasonable measures to prevent land use activities <br />listed in the MPCA's Noise Area Classificatiort (NAC) where the establishment of the land use <br />would result in violations of established noise standards. <br />Mn/DOT policy regarding development adjacent to existing highways prohibits the expenditure <br />of highway funds for noise mitigation measures in such areas.
