. Additional environmental investigation should be considered at the properties where the <br />trichloroethylene (TCE) concentrations exceed the Health Risk Limit (HRL). If a source is <br />found on one or more of these properties, additional subsurface investigation is <br />recommended to de�ine the lateral extent of the TCE contamination. <br />. Future redevelopment should consider the presence of TCE in the glacial aquifer. Site <br />speci�ic investigations should be conducted in a way that wi11 identify potential souree(s), <br />magnitude, and extent to TCE in the AUAR area <br />. Based on the presence of diesel range organics (DRE}} in the glacial aquifer and throughout <br />the AUAR area, environmental investigation with regard to petroleum contamination <br />should be preformed throughout the AUAR area. <br />. Prior to undertaking environmental assessments and investigations on individual parcels <br />within the AUAR area, the �indings and conclusions of the Supplemental Groundwater <br />Evaluation Report (August 2004) should be considered. By doing so, future investigations <br />can be streamlined to facilitate and expedite redevelopment. <br />14) The City will require that proj ect proposers submit photographs and note the construction dates for <br />any buildings over 50 years o1d, and submit them to the State Historic Preservation Office for an <br />initial assessment. <br />15) The City wi11 require a traffic impact analysis for a11 developmentprojects within the AUAR area. <br />The traffic impact analysis wi11 assist the City and other road authorizes in determining the <br />appropriate mitigation measures that are required to reasonably mitigate impacts of a speci�ic <br />development proposal. If the City determines that a speci�ic proposed project causes impacts that <br />exceed the thresholds that the mitigation strategies where meant to address (see Mitigation <br />Strategy 16), then the development intr;nsit�/density of such a project may need to be reduced. <br />The City, in cooperation with Ramsey County and the Minnesota Department of Transportation, wi11 <br />monitor traffic volumes and movements in the Twin Lakes area in order to reevaluate impacts of <br />development. Speciiic recommended improvements to the transportation system include the following <br />(P1ease note that the recommended improvements listed below, unless noted speci�ically for Scenario <br />A, should he applied a11 scenarios at fu11 development): <br />16.A.
