Page 1 o f 1
h as Rhk
-i Mike Darrow
,;eni: Tuesday, October 02, 2007 7:50 AM
To: Thomas Paschke
Subject: RCA request and DRC
Hey Thomas,
Do you have time to start the Livingston RCA report? The report should include the Council's decision in July with regard to his
application and his current request to move forward with a concept plan (if the AUAR is approved). Below is his e-mail request. If
the Council gave him an eitherior in July (AUAR or discretionary AW it would seem logical that his plans should move forward if
the AUAR is approved. Agree?
Mr. Darrow,
Thank you for your call of the other day. Please let this etnai! setve to convey my understanding and willingness to work with the
City of Roseville toward the approval of my application by waiting for the completion of the AUAR with the following understanding.
Cent Ventures has been informed by its consultants that it is unlikely that their work can be completed prior to the anticipated
completion of the AUAR for the Twin Lakes Area due to their current work load. It is further understand that the discretionary EAW
process would also require some public review and governmental review further delaying its delivery and completion. Therefore,
provided the Cityis able to provide Cent Ventures Wrtten confirmation nftheir'agreement that the AUAR will negate theiroffic]a]
request for a discretionary EAW for this application, Cent Ventures as applicant will suspend its EAW e'oris pending delivery of
the completed AUAR.
lnti! the delivery of the AUAR it would be more productive to complete the PUD items not impacted by the AUAR or EAWs o that
n the RUAR's completion the application can be approved without delay. We have many issues to work thru_ Upon receiving
.confirmation of understanding as described above we can move to complete any outstanding PUD discussions necessary,
Further. We have discussed the possibility that more comprehensive development effort may be established and 1 wish to confirm
that 1 am available as early as my return next week to open discussions wiih you and others regarding the integration of my
contemplated hotel in to their scheme resulting in the possible relocation of the hotel within Twin Lakes.
Please let me know if the above described City Council confirmation is forthcoming.
Yours very truly,
John Livingston
President
Cent Ventures
Finally, please make sure that you or Bryan follow the newly created procedure with regard to the DRC review. I would like to
make sure that the various departments have a day or two to review the revised plans for HAR MAR prior to the meeting on
Thursday. This should include our preliminary comments (consistencywith the comp. plan, zoning requirements, performance
standards, etc.).
Thanks
-n il
— ] C}.fQ.+;}
