These positions were slated to replace positions that <br />were eliminated in 2005 and 2006. This means the City will have to rely on less maintenance <br />resources for at least one more calendar year. As a result, our ability to maintain the condition of <br />city streets and pathways, mow the grass in city parks and provide trash and debris removal will <br />remain challenged. <br />Within our Police area we have eliminated funding for the CADET and Deputy Police Chief <br />positions. These career advancement opportunities will be unavailable until 2009 or later. We <br />have also eliminated some smaller police capital requests, which we may be able to recoup <br />through our Police Forfeiture Account or private donations. The patrol overtime budget has been <br />reduced by $30,000, however it is still $50,000 more than it was in 2007. We expect the <br />overtime to be offset by savings realized by positions that will be vacant throughout the fiscal <br />year. Our normal turnover cycles have demonstrated that we typically have at least one full-time <br />position vacant at any one time. <br />We have added $22,000 in the Fire Administration area to upgrade the current part-time position <br />to a full-time position. It was my intent to include this change in my initial recommended <br />budget, however in mal�ing the numerous budget changes in early August, it did not get included. <br />Finally, you will notice that we have only $80,000 set aside for contingencies and/or new <br />initiatives that might arise out of your II2202� discussions. Unless the Council desires to mal{e <br />program-level reallocations of budget monies, we will be unable to implement any substantive <br />IR2025 action steps in 2008. <br />Council Requested Items <br />To date, only Councilmember Kough and Councilmember Ihlan have submitted items in writing <br />for consideration in the 2008 Budget. They include: <br />❑ Motorcycle Patrol (Kough) <br />�f Funding for the Roseville Seniors at Home Program (Ihl'an) <br />�� <br />�.� Copies of these Council requests are attached. We also note that individual Councilmembers <br />�I have also verbally expressed a desire to consider; 1) a mascot for Roseville, 2) re-creating the <br />�� Assistant City Manager position, 3) installing City entrance signs, and 4) placing more emphasis <br />f�b on parks and pathways. There may have been others as well. <br />� <br />
