We do know however, that currently our union pay plans are set at a <br />�� level that is about 100% of the average of peer groups, whereas our nonunion pay plans are <br />�� set to a level of about 92-97°/o ofthe peer average. <br />26 <br />�� Question #2: What pe�centage of ou� ernployees a�e union?, with an explanation of what <br />?�i pe�centage "step inc�eases" Approximately 65% of all regular, full-time staff are union. <br />?� The City's Compensation Plan is designed to provide an entry-level wage for new hires <br />3U based on their current skilisets and expertise. The entry level wage is 83% of the top pay <br />a 1 for each pay category. The Plan recognizes that as employees develop new skills and <br />3� expertise they create more value to the City, and ought to be compensated accordingly. <br />33 This is accomplished through step increases that over time permit the employee to reach <br />�� the top of their pay scale for their respective position. <br />�� <br />a i� Question #3: Whatpe�centage of cost inc�ease have we seen, on ave�age in Minnesotafo� gas, <br />3'� elect�icity and natu�al gas i�t the past tirne inc�ernent; beginning of2001 cornpa�ed to the end of <br />3#S 2003; beginning of 2004 th�ough 2005; beginning of2006 th�ough 2007 to date; and estirnates <br />3� fo� inc�eases f�orn p�esent th�ough end of �00$.
