Kysylyczyn pxovxded h�s commen�s on the alleged racza� prof l�ng <br />2 and rec�nt ncwspap�r article pr�viously discussed, opining that th� <br />3 reason for tonight's Ciiy Council discussion was due to the Police <br />4 Depaz-�ment's cho�ce to make �t a pub��c conve�sation by pxov�d�ng <br />5 comment and analysis. Mr. Kysylyczyn opined �hat, had �he depart- <br />6 ment chose "no comment" �s their response, there would be no disT <br />7 cussion tonight. M�. Kysy�yczyn further opined that this arazsed c�ues- <br />8 tions on the communications policy of the City Council and their staff. <br />9 Mr. Kysylyczyn noted that, during his �enure as Mayor, and with for- <br />�o me�r City Manager Steve Sarkowsy, if and wh�n �mplay�es spoke �a <br />11 the media, the City Manager was given the common cou�esy of being <br />12 natified, and in turn notifying �he City Council, �ather than �hem �nd- <br />13 ing out in the media. <br />14 <br />15 Mr. Kysylyczyn expanded on his his�oxzeal perspective and lack o�' <br />16 sup�rvision of employees by former City Manager Nea1 Be�ts. Mr. <br />17 Kysyl�czyn opin�d that th� issue was whether a citizen had in�erfered <br />18 with an oif cer, and tha� it wa� inappropria�e far any analysis tp be <br />�9 done by ihe City Counczl, that it was s�rictly a pol�ce train�ng issue. <br />20 Mr. Kysylyczyn opined that he gen�rally ideniified himself, when <br />21. mayor, by his �i�le, unless he was the subject o� action. Mr. Ky- <br />22 sylyczyn expressed coneern about the "public hanging" going on, and <br />23 his mterpreta�ion o�' two City off cials %eding the media frenzy, when <br />24 they knew �he law and �hat people were znnoeent unt�1 proven guil�y, <br />25 and �hat it was b�atant�y unethica� to iry the ca,�e in the court of public <br />26 opzn�on (�.e., mec�.ia). Mr. Kysylyczyn �urther opined tha� it was un- <br />27 �thieal and unprofessional to see City Councilmembers speak as zf <br />28 they knew the case inszde out, and hadn'i read the Police report be£c�re <br />29 spcaking to the press; and suggested they do the job �hey were elected <br />30 to do, by responding to the followin� policy que�tions pr�pared by <br />3 � him: <br />32 �) �s it appropriate �'ar the Police Depa�tment to comment when an is- <br />33 sue is being Ioolced into, or potential�y nr�ay be inv�stigai�d for <br />34 criminal wrongdoing? <br />3S 2) Did the Police Department anitiate and/or raise this story with the <br />36 pr�ss? <br />37 3) Is it typically Pa�iee D�partment proc�dure ta eor�duct traffic stops, <br />38 find mu�fiple violations o� law, and conduc� vehicle searches, but <br />39 u�i�mately take na action? <br />
