Points of con�ention expressed by M�-. Sands �neluded <br />negatives of a C1ass B form of gavernmen�; pxo-development Council <br />majo�rity, opining that they were "bought and paid for" by those bus�- <br />ness supporters, and indicated in past election b�ochu�es, whzch Mx. <br />Sands displayed. Nir. Sands expressed fi�arther concez�za with non- <br />resident pxo�ess�ona� s�a£� z�.znning the City as a business without re- <br />gard to eitizen interests and priorifiies; and a�egislative agenda and <br />push �'or a local sales tax suppar�ed by City �anagement tha� indi- <br />cated a"shame�u� attempt to forcc non residents who shop in Rose- <br />dale to pay for City amenities;" opining �hat it was a"morally co�-rupt <br />id�a." <br />Mr. Sands opined tha� recent �ailed grand sch�mes such as Tw�n <br />Lal�es with one master developer was proven fnancially unfeasibie; <br />de�troyed the xzghts a�' exzsting land owners in att�mpted changes in <br />land use; misuse of Planned �C7nit Developments (PUD's} by the C�ty <br />in coni�oll�ng deve�opment; and eventual �ailure of fu�ur� attemp�s at <br />d�ve�opment du� to missteps of the past. <br />Mr. Sands attacked Mayor Klau�ing's consistent vote �ar Twin Lakes <br />development with �he previous developer; and opined that he he�d him <br />pe�sanally responsible �'ox "the mess." �ar. Sands further opined tha� <br />he was sick and tired of'the antics of �his "developer-support�ve" C�iy <br />Caunc��, and ��' Mayor Klausxng's manipulation of facts, including the <br />super-majority requirement �or votzng on the "�"win Lakes AUAR is- <br />sue. <br />33 Mr. Sands concluded by stating ihat it was izme for a change in direc- <br />3� t'ron; tha� landowners choose what to do with �h�ir properties; reduc- <br />35 tions �n deve�opment staff; and to let c�i�zens have thei�r freedo�n and <br />36 opportuni�y as was zndicated 'zn a democracy. <br />37 <br />38 d.
