City Council Regular Meeting — O1/08/07 <br />DRAFT Minutes - Page 24 <br />S00 feet of that p�oposed lot exceeds �'00 feet in width and <br />13, 000 squa�e feet in a�ea — in which case the minimum <br />width of said lot shall be I00 feet and minimum lot a�ea <br />shall be 13,000 in a�ea; <br />F�ont ya�d lot lines must be p�edominantly (i.e. 80% o� <br />g�eate�) pe�pendicula� to the st�eet on which it f�onts — o�, <br />in the case whe�e a lot is,�onted on a cuy-ved st�eet, must <br />be a p�edaminrxn�'y st�aight line; <br />� All single familypa�cels c�eated as a�esult of any lot split <br />must be se�ved by an existing public st�eet o�, in the <br />absence t�iereof, be conditioned upon the app�oval of a <br />Public Imp�ovements Ag�eement to c�eate a public st�eet. <br />As the seconder of the motion, Councilmember Kough concurred <br />with the friendly amendments. <br />Additional discussion ensued regarding the duration of the <br />proposed moratorium; actual body to undertake the study; and <br />how best to use staff, the Planning Commission and public input <br />under City Council direction. <br />Klausing moved, Pust seconded, �evising Section 3 entitled, <br />"Du�ation of Mo�ato�ium, " to not exceed ninety (90) days f�om <br />the effective date of the o�dinance. <br />Mayor Klausing spoke in support of the shorter duration; opining <br />that study can be done without a moratorium in place that would <br />severely impact property owner rights; and further opined that, in <br />the spirit of compromise, he was willing to accept the proposed <br />changes to the ordinance, with a shorter duration. <br />Councilmember Pust noted that, if necessary, the study could be <br />extended, but not with the moratorium in place, with applications <br />accepted after the ninety (90) day period. <br />Roll Call [Amend duration to ninety (90) days] <br />Ayes: Kough; Pust and Klausing. <br />Nays: Roe and Ihlan. <br />Motion carried. <br />Roll Call [Original motion as amended] <br />Ayes: Roe; Kough; Pust; Ihlan and Klausing. <br />
