� <br />� <br />�� <br />� <br />� <br />� <br />� <br />� <br />1 �J <br />7l <br />� �z <br />1;� <br />City Council Study Session <br />1�����07 DRAFT Minutes Pg 7 of 21 <br />not lost in the process, in order to address the concerns of those neighboring <br />properties being impacted. <br />Councilmember Kough concurred with Councilmember ���ax�. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn addressed where mediation would work as a tool in code <br />enforcement; reviewed past example situations; and spoke in support of the <br />current process for pursuing a Ramsey County citation, questioning statistics <br />as provided. <br />l� Mayor Klausing directed staff to review the history of parking discussions <br />�`� held by the Traffic Safety Committee and previous action taken, as <br />1� addressed in Staff Report, Section 2.1.c, dated January 22,2007. <br />1� <br />1� Remaining recommendations were discussed. <br />�� <br />�� Councilmember Roe suggested specific direction to the HRA and staff to <br />� 1 direct them to look at the educational piece and providing resources for the <br />�� general public and education of current or prospective rental property <br />`?:� owners; directing them to work with local colleges on issues related to rental <br />�� housing; and encouraged the City Council to take advantage of the <br />�� willingness of the HRA to assist them with this process, particularly as it <br />�� related to CAG Recommendations #5 and #6. <br />2� <br />� <br />�� Mayor Klausing, with Council consensus, directed the HRA. and staff to <br />�� pursue recommendation 2. l.d of the staff report dated January 22, 2007; <br />:�� specifically addressing the educational piece in CAG recommendations #S <br />� 1 and #6. <br />3� <br />3� City Manager �a�inen advised that the HRA and staff would return to the <br />�� City Council with information regarding impact and resources for Council <br />�� policy consideration. <br />�� <br />�� Mayor Klausing clarified his preference, that whether staff returned to the <br />:�� City Council for authorization for these things, he would like the City <br />:�� Council to hold further discussion on the items, as highlighted by <br />
