�� <br />;� <br />� <br />� <br />� <br />� <br />� <br />�� <br />1� <br />il <br />l '? <br />City Council Study Session <br />1}�����'� DRAFT Minutes Pg 8 of 2I <br />Councilmember Pust related to administrative tickets and working with the <br />Ramsey County District Court process. <br />Discussion ensued between Councilmember Ihlan and Mayor Klausing <br />regarding the need for more study and intent for enforcement, policy <br />implementation and adherence, and Council ownership of the process for <br />code enforcement processes, as well as the breadth of that study. <br />Mayor Klausing advised that there would be further discussion on that <br />specific issue, and assured all concerned that there would be public comment <br />at that time. <br />1� HR,A Chair Ma�erus clarified that the �RA was not endorsing operating in a <br />I� vacuum, and recognized that the HRA could better serve the City by <br />I� shepherding Recommendation #2 and #8, and then bring that �nfQrmafiion <br />I� bacl{ to the City Council for their policy decision-making. <br />1�{ <br />1� <br />�{� 6. Consider Janitorial Services Contract <br />�+� Engineering and Public Works Director Duane Schwartz reviewed sta��'s <br />�� evaluation of contract janitorial services for City facilities and potential <br />�� extension of the contract with IV.�a�sden. Janitorial Services. Mr. Schwartz <br />:�;� reviewed cost comparisons between city staff and contract labor, taking into <br />�� consideration hourly costs, cost of supervision, coverage over vacation or <br />�� sick periods, cost of training, value of workers compensation avoidance, and <br />�� value of unemployment compensation avoidance. <br />�� <br />�� Mr. Schwartz noted that staff provided a work program; sought a consistent <br />�� level of service for specific facility maintenance; and noted that those items <br />�� that a contractor was responsible for (i.�., training and work comp issues); <br />;� 1 and noted the lack of consistency in part-time staffing, due to the transient <br />�� nature of those employees and ongoing turYOVer; and addressed the different <br />�� bidding process used for supplemental and occasional cleaning (i.e., carpet <br />� cleaning and window cleaning). <br />�� <br />�� Mr. Schwartz advised that staff had deliberately not included carpet and/o�- <br />:�� window cleaning in the basic contract with Marsden, as the City received <br />:�� better prices by bidding those competitive jobs as needed. <br />�� <br />
