;

1
il
l '?
City Council Study Session
1}' DRAFT Minutes Pg 8 of 2I
Councilmember Pust related to administrative tickets and working with the
Ramsey County District Court process.
Discussion ensued between Councilmember Ihlan and Mayor Klausing
regarding the need for more study and intent for enforcement, policy
implementation and adherence, and Council ownership of the process for
code enforcement processes, as well as the breadth of that study.
Mayor Klausing advised that there would be further discussion on that
specific issue, and assured all concerned that there would be public comment
at that time.
1 HR,A Chair Maerus clarified that the RA was not endorsing operating in a
I vacuum, and recognized that the HRA could better serve the City by
I shepherding Recommendation #2 and #8, and then bring that nfQrmafiion
I bacl{ to the City Council for their policy decision-making.
1{
1
{ 6. Consider Janitorial Services Contract
+ Engineering and Public Works Director Duane Schwartz reviewed sta's
 evaluation of contract janitorial services for City facilities and potential
 extension of the contract with IV.asden. Janitorial Services. Mr. Schwartz
:; reviewed cost comparisons between city staff and contract labor, taking into
 consideration hourly costs, cost of supervision, coverage over vacation or
 sick periods, cost of training, value of workers compensation avoidance, and
 value of unemployment compensation avoidance.

 Mr. Schwartz noted that staff provided a work program; sought a consistent
 level of service for specific facility maintenance; and noted that those items
 that a contractor was responsible for (i.., training and work comp issues);
; 1 and noted the lack of consistency in part-time staffing, due to the transient
 nature of those employees and ongoing turYOVer; and addressed the different
 bidding process used for supplemental and occasional cleaning (i.e., carpet
 cleaning and window cleaning).

 Mr. Schwartz advised that staff had deliberately not included carpet and/o-
: window cleaning in the basic contract with Marsden, as the City received
: better prices by bidding those competitive jobs as needed.
