City Council Study Session <br />1/22/07 DRAFT Minutes Pg 10 of 21 <br />� Further discussion included prioritizing the pathway system; fo�rna�zon of a <br />� subcommittee by the School Board to study all district facilities, including <br />ti� paths and sidewalks; and incorporation of the City's regional system with <br />� the City of Minneapolis system and staffs involvement in those meetings <br />� and additional grant opportunities. <br />� <br />� <br />� <br />� <br />Mr. Schwartz noted the need to update the City's current (2002) Pathway <br />Master Plan to reprioritize and refocus resources. <br />I� Mayor Klausing suggested that, as part of the goal setting session, the <br />J 1 Council consider reviving the Pathway Committee, noting Councilmember <br />1� ���a.�'s previous comments, and potential shifts in the nature of the <br />1� community since the 2002 study. <br />l� <br />1,� City Manager NCa�i�en clarified, and Mayor Klausing concurred, that staff <br />9� was directed to bring an item forward on the January 29,2007 Consent <br />1� Agenda, authorizing staff to proceed with grant applications as detailed by <br />1� Mr. Schwartz. <br />1� <br />��� <br />�� <br />��� <br />�� <br />�� <br />�� <br />�� <br />�� <br />Mr. Malinen opined that it would be worthwhile for the City Council to <br />engage in longer-range planning, recognizing the grant opportunities as <br />good, but also recognizing the need to identify and prioritize available <br />resources across the board and among departments. Mr. NIa12n�n suggested <br />that the City Council be presented with all options for facilities, parks, or <br />pathways, and that there was a need to step back and take a broader look at <br />community significance, not just filing order for grants. <br />�� Mr. Schwartz noted the considerable funding gap between grant funds and <br />�{� city match funds; and advised that the Council should not consider, as a <br />3 C� habit, the need to return grant funds that had been awarded, as had been <br />� 1 done in the past, as this would impact future rankings. <br />�� <br />�� <br />�� <br />3� <br />:3E� <br />�� <br />�� <br />�� <br />��� <br />Councilmembers concurred and staff was directed to solicit grant funds <br />through the "Safe Routes to Schools," grant for possible sidewalk <br />installation along County Road B-2. <br />8.
