Recommendation #�3 — The City implement a mandatory Rental Registration Program. <br />The program would contain the following characteristics: <br />a. It will apply to property owners who rent buildings with 4 units or less. (This <br />includes: fourplexes, triplexes, duplexes, and single-family houses.) <br />b. The program applies to property owners who have unrelated boarders where the <br />intention is that people share costs for rent and other expenses, such as college <br />students sharing a 4 bedroom house even if the house is owned by one student or <br />�zs/�ez' parent. Single family houses where people are temporary boarders within <br />the same living unit as the owner are not included. <br />c. The registration r���i� will include: <br />i. Name <br />ii. Address of property owner <br />iii. Name and address of local contact if property owner lives out-of-state all <br />or part of the time <br />iv. Number of bedrooms (to be cross-referenced against property tax records) <br />v. Number a�bat�.s (to be cross-referencedagainst property tax records) <br />d. Registration is required when the program is initiated or w�t�� change in <br />ownership. <br />e. The registration fee will be nominal. (approximately$25) <br />f. Fees generated from initial implementation will be used to zxa�o��n property <br />owners and promote the program, create a database that is compatible with other <br />databases used for reporting, data entry, creating an on-line registration and <br />payment page on the City's �v'ebsite <br />g. A statement and c�ec�bpx to indicate that the registrant agrees to cooperate with <br />code enforcement inspectors based upon a credible, written complaint in <br />accordance with current laws that allow landlords and codes staff to enter a rental <br />property upon 24-hour notice or in the event of an emergency. <br />Recommendation #4 — Suspend further action on the current draft rental licensing <br />ordinance for two (2) years. This will allow one (I) year for implementation of the rental <br />registration program and the Property Maintenance Code and other recommendations and <br />have at least one full year of accurate data collection. At that time, there should be <br />adequate data and experience with existing tools to assess the need for a more detailed <br />rental licensing program where inspection is required or to address other issues as <br />needed. <br />Recommendation #5 — Establish an institutional relationship with Northwestern <br />College and any other interested colleges to create an educational program for students <br />and parents and to develop a process for worlcing with the eollege(s) on complaints that <br />may involve students. <br />
