MEMORANDUM <br />SUBJECT: PROPOSED CHANGES TO SUBDIVISION ORDINANCES RE: <br />LOT DIMENSIONS AND CONSIDERATIONS FOR COUNCIL <br />APPROVAL <br />FROM: AMY IHLAN <br />DATE: JANUARY 16,2007 <br />As part of the study during the subdivision moratorium, I propose that the council <br />consider the following changes to our subdivision ordinances concerning minimum lot <br />dimensions and council considerations in approving platslsubd��visions in single family <br />residential{Rl} zoning districts. <br />Lot Dimensions <br />I propose that minimum lot di��nensior�s be the reater o� the minimum dimensions <br />currently provided in city code ar the median dimension of lots wholly or partially within <br />500 feet from the borders of the proposed plat or subdivision. This is the approach both <br />Edina and Blaom�s�tar� use. To incorporate it into our ordinances, I propose we add a <br />definition of "Neighborhood"parallel to Edina's: <br />"Neighborhood" shall be defined as all lots within a single family <br />residential district which are wholly or partially within 500 feet of the <br />perimeter of the proposed plat or subdivision, except for lots used for <br />publicly owned parks, playgrounds, athletic facilities and golf courses, or <br />lots used for conditional uses, flag lots, or other lots for which lot <br />dimension variances have been granted under this code. If a <br />neighborhood includes only part of a lot, then the whole of that lot shall be <br />included in the neighborhood. As to streets on the perimeter of a <br />proposed plat or subdivision, the 500 feet shall be measured from the <br />common line of the street and the proposed plat or subdivision. <br />Minimum lot dimensions can then be defined as follows: <br />The minimum lot area shall be the greater of 11,000 square feet, or the <br />median lot area of lots in the neighborhood. <br />The minimum lot width shall be the greater of 85 feet, or the median lot <br />width of lots in the neighborhood. <br />The minimum lot depth shall be the greater of 110 feet, or the median lot <br />depth of lots in the neighborhood. <br />Council Guidelines and Criteria for A�xovz`_�� Plats and Subdivisions <br />
