Conduct a Public Hearing for Street Reconstruction and Assessments <br />�� for Neighborhood 10 <br />;� Mayor Klausing opened the Public Hearing at approximately "�:35 p.m. <br />� <br />S City Engineer Deb Bloom advised that several members of the audience had <br />� not heard the presentation on the proposed improvements, and briefly re- <br />�' viewed the City's Pavement Management Plan (PMP) and its status to-date <br />� and street rating program. <br />� <br />1 U Ms. Bloom spoke to the informational meetings held with the neighborhood <br />� 1 to-date; consideration being given by the Arden Hills City Council for order- <br />�� ing feasibility study for the project in conjunction with the City of Roseville <br />Ti:� for the process, with Roseville conditioning the project upon the involve- <br />�� ment of the City of Arden Hills. <br />l� <br />i 6 Ms. Bloom suggested that the City of Roseville consider approving ordering <br />�� a feasibility study for Option 2, with the involvement of the City of Arden <br />1�3 I-Iills. Ms. Bloom discussed and outlined the process, with staff coming <br />1� back before the City Council in the fall of 2007 and proposed construction in <br />�� 2008. Ms. Bloom advised that, under Option 2, the proposed estimated as- <br />�� sessment rate would be $32.30, with the assessment, for payable taxes in <br />�� 2010, based on actual construction costs; and a total estimated cost of <br />� 3 $350,771.68, with funding through the City Infrastructure funds, storm util- <br />�� ity costs, and assessments. <br />�� <br />�.�, Ms. Bloom advised that she would visit with interested residents on their in- <br />�� dividual estimated assessments; reviewed the assessment deferral option and <br />�� how to determine qualification; and reviewed the neighborhood; current As- <br />�� sessment Policy; and proposed assessment calculation. <br />�� <br />� 1 Discussion included this project not being eligible for Minnesota State Aid <br />3� (MSA) funding; cost projections and contingencies and assessment on actual <br />��� costs, not estimates; cost advantages for types of projects (i.e., curb & gutter; <br />�� total reconstructionversus mill and overlay); and cooperative construction <br />�� with Arden Hills with one of their projects; (south of County Road E and <br />�� west Snelling Avenue); storm sewer and drainage issues; average rating of <br />�� 80 due to City construction standards; individual home owner service lines <br />�� and responsibilities and cost savings for replacement during the construction <br />��J project; and clarificationof the process and intent of tonight's action. <br />� l� <br />
