Roseville City Council <br />DRAFT Minutes of 1/29/07 Pg 22 of 38 <br />E date following additional engineering and survey items being completed by <br />� the applicant; and limits of conditions for Preliminary Plat approval. <br />� <br />� CouncilmemberIhlan interpreted City Code, Section 11Q2.O�a; and the <br />�, broad conditions applicable for land use issues related to health, safety, wel- <br />�} fare. <br />� <br />� Mayor Klausing opened the meeting to public comment, requesting com- <br />�� ments be kept brief and not repetitious from previous Public Hearing and <br />tD previous public comment opportunities provided. <br />ll <br />l � Public Comment <br />1�3 Subbiah Ramalingam, 2182 Acorn (across from property) <br />t� Mr. Ramalingam noted that he had previously granted a drainage easement to <br />l� Mr. Mueller, but had since withdrawn his consent for drainage easement. <br />�� Mr. Ramalingam expressed concern regarding the cul-de-sac street proposed <br />1'� and the limited number of properties being serviced, disadvantages to other <br />l� property owners and property values, and additional maintenance costs be- <br />l�� ing borne by all residents for those few properties; and questioned the size of <br />�.� the cul-de-sac and road width. <br />�3 <br />�� <br />�� <br />�� <br />'�� <br />�� <br />�� <br />Ms. Bloom advised that the road width, cul-de-sac, and turn arounds met <br />minimum City standards. <br />Mayor Klausing noted the difficulty of making this type of land use deci- <br />sion, while satisfying all property owners. <br />�� Nancy Gulden, 2226 Laurie Road <br />��� Ms. Gulden spoke to the broken promises of the Masterpiece Homes devel- <br />:�0 opment recently constructed, specific to tree preservation. Ms. Gulden <br />:� � opined that all were stewards of the land and animal habitat provided by God <br />�� and the need to balance man and environmental issues; and the need to pro- <br />.�.3 vide the natural area around Acorn Road. <br />:�� <br />��� James Ki��u, 2225 Acorn Road <br />��a Mr. Kilau spoke to his extensive conversations with neighbors and their lack <br />;3� of support for allowing a cul-de-sac for one home; and the neighbors agree- <br />;�� ment for three homes, but not more. Mr. Kilau questioned the expense for <br />;39 maintenance of a cul-de-sac; addressed the uniqueness of the neighborhood; <br />��a and estimated that he'd spoken to approximately 98% of the neighbors. <br />
