Roseville City Council - DRAFT Minutes
of 2/06/07 Special Meeting Pg 2 of 10
1 available for Council business; and staffs desire to make that workflow as
 eficient as possible from the staff perspective and for the City Council's and
; public's benefit. Mr. Malinen noted several such techniques were providing
 City Councilmembers with draft agendas on an ongoing basis, recently
 implemented; better management of Council agendas; and in distributing the
 Council agenda pacl.eis earlier to allow Councilmembers to address
. questions and comments to staff prior to the public meeting to make the
 actual meetings more productive.

I Mayor Klausing encouraged Councilmembers to provide their individual
 I comments and dialogue openly, with each maintaining professional and
  respectful communication; and discussion ensued regarding each individual
s:, Councilmember's expected outcomes from tonight's discussion.

 7
r

2l
Councilmember Roe opined that, from his past observations of the City
Council, an organization works well when everyone understands the norms;
and that misunderstandings didn't contribute to a good process.
Councilmember Roe anticipated a set of general concepts, rules or standards
for the Council's interaction with each other that each could take
responsibility for self-enforcement.
? Councilmember Ihlan opined that she appreciated City Manager Malinen's
 suggestions for structuring processes better by managing Council agendas;
.t and provided specific procedures for discussion focus:
z. 1 Better agenda management (z.e., meeting curfews; manage agenda
?[} and meeting time) by better discipline by individual
? r Councilmembers and to better serve the Council and the public.
 2 Noted that a procedure was in place, but needed to be revisited
i regarding placing Councilmember-requested items at the end of an
 agenda; making it difficult — when a meeting ran long — to have
; adequate time for introduction anc/or discussion in a timely
3? manner. Councilmember Ihlan supported revisiting that policy to
 better manage agendas and to allow policy issues raised by
 Councilmembers to be better integrated in a more efficient way
{
 3)
;?
3
3
earlier on the agenda.
Explore the possibility of paperless agenda packets — or less paper
and more items delivered by computer — to develop more
efficiencies.
