Ms. Wilson noted that lobbying efforts <br />� were underway, and an attorney had been hired to challenge the FCC <br />� Order. <br />� <br />� Ms. Wilson also alerted Councilmembers to Qwest's "shopping <br />� around" a bill in the State legislature, attempting to move franchising <br />�� rights to a state level; and cautioned Councilmembers and citizens to <br />l�� alert their legislators to vote against such a proposal. Ms. Wilson ad- <br />l� vised that current state law required a franchisee — cable operator — to <br />1� provide service to everyone in a city's jurisdiction, but that new legis- <br />1� lation may not require such a provision, and may create more piece- <br />1� <br />1� <br />meal impacts. <br />1� Councilmember Kough and Ms. Wilson advised Councilmembers that <br />1� the League of Minnesota Cities had drafted a model right-of-way or- <br />1� dinance for cities to consider; and suggested that the City review its <br />t � right-of-way regulations. <br />��? <br />� 1 Ms. Wilson advised that the NSCC was working on a model franchise <br />�� agreement in case one of their 10 communities was approached by <br />�3 Qwest; and would be brought forward at a later date for pre-approval. <br />�4 <br />�5 <br />��� <br />�� <br />�� <br />Councilmember Kough advised that the five percent received from the <br />current franchise agreement provided revenue to fund two City of <br />Roseville jobs. <br />�� Discussion included whether the City had a separate right-of-way or- <br />�� dinance, which was affirmed by Engineering and Public Works Direc- <br />� 1 tor Duane Schwartz; a possible effective date of the FCC Order some- <br />�� time within 30-60 days after publication in the Federal Register; and <br />;�� no public comment period prior to the order becoming effective. <br />�� <br />3� <br />3� <br />3'� <br />3� <br />3� <br />Mayor Klausing asked that Ms. Wilson keep the City informed on the <br />status of the FCC Order. <br />Ms. Wilson and Councilmember Kough advised citizens that scholar- <br />ships were available, totaling $30,000, for post-secondary education <br />
