.f BACKGROUND:
. l On January 9,2006, the City Council approved the REZONING of the former Franks site
. to Retail Business District (B-2). The conceptual site plan submitted during this process
: included remodeling the former 18,480 sq. ft. structure; constructing an 8,000 sq. ft.
eastern addition; and the development of a bank on the northern portion of the parcel.
. , Recently, permits have been issued for the remodeling of the former building into a
Golfsmith Golf and Tennis and the site is undergoing the installation of storm water
management devices and other site preparation improvement for future projects. One
i such project is the 7,800 sq. ft. M& I Bank which is anticipated to begin construction
_1 Spring 2007.
i
i r . ; Recently the City Planner met with representatives of Kimco Realty and RT, Inc. to
i- review a proposal to reduce the size of the eastern building addition and to construct a
stand-alone Starbucks Coffee between the existing Franks building and Fairview Avenue.
. _ The City Planner's initial review concluded that the specific use (caf'e under the City
i: Code) was a permitted use and that a drive-thru would require a CONDITIONAL USE
i K PERMIT. Further, it was concluded that the proposed site layout met all applicable
setback requirements, however the City Planner indicated a need to revisit the previous
' traffic study to determine whether additional modi'icationlohanges were necessary.
=1
 PROPOSAL REVIEW:
: 4. The specific proposal seeks to construct a single story, 2,018 sq. ft eaflco'fee shop
y; between the existing building and the properiy line adjacent to a.irview Avenue. Access
to the site would come from the existing site access off of airview Avenue (directly
?, south) and the relocated access off the frontage road currently under construction.
,r
i
, The proposal indicates a reconfigured parking lot on both sides of the former 'rank's
building, as well as parking provided adj acent to the Starbucks building. The proposal
ti, includes a landscape plan and detached trash enclosure located near the southwest corner
. of the site.
-
; ti . The revised development proposal will require an amended drainage planlprrnit from the
, Rice Creek Watershed as well an approval from the Roseville City Engineer. Please note
- that the proposed site modification will require few changes to previously approved plans.
.f
;: _ The proposed elevations for the new structure are consistent with $1010 (Design
r Standards) of the City Code and include a mixture of brick, rock-faced masonry block
, and EIFS; aluminum door and window frames; metal flashing; and a flat roof.
I I

3
P'0'i-069_RCA fl31207.dnc Page 2 of 7
