Pe�io�d for2006 Contract A: �aselawz� Avenue Reconstruction Project <br />l� <br />f� Background: On March 27,2006 the City Council awarded 2006 Contract A: Ros�lawn <br />I 5 Avenue Reconstruction Project to Forest Lake Contracting ofForest Lake, Minnesota. The work <br />I� forthis contract was finished in late November, c�l the contractor has requested final payment. <br />1? This was a joint project with the City ofFalcon Heights c�l consisted ofthe complete <br />�I 8 reconstruction ofthe road, along with storm sewer improvements located between Snelling <br />I� Avenue c�l Ha�nlir�e Avenue was. <br />�� <br />�] Policy objectives: City policy requires that the followingitems be completed to finalizea <br />��2 construction contract: <br />-, �i <br />?� • Certificationfromthe City Engineer verzfyin� that all ofthe work has been completed in <br />�� accordance with plans c�l specifications. <br />��a . A resolution by the City Council accepting the contract c�l beginning the one year wa�anty. <br />�� <br />�� Fivancial implications: The final contract amount, $900,273.70 is $62,401.65 more than the <br />�� awarded amount of �837,872.05. This represents an increase in the contract of7.4%. The cost <br />3�] increases cn�e a result ofactual contract quantities being greater than estimated c�l additional <br />3 L work needed to complete the project. These were documented through 2 project change orders. <br />�� All were the result ofchanges due to unanticipated conditions in the field. Decisions regarding <br />��� these changes needed to be made while the work was being completed, not allowing forthe <br />��� processing ofa change order prioi° to the execution ofthe work. A summary ofthe increases to <br />3 5 contract cost: <br />5 �} <br />Additional sub�;rade excavation. The soils under the new � were not as stable �.}�. ;�t1.=•� <br />as we firstunderstood. This also increased the cost forClass 5 base by $21,170.24.
