�#.� REVIEW of REQUEST: <br />�.l On July 19,2006, the Roseville City Council approved the final plat of MSP Addition, <br />which subdivision plat divided that approximately 15 acre properiy at 2700 Snelling <br />Avenue into two legal and conforming lots. <br />�.f Since that date, the properiy owner, applicant, City Planner and the County Surveyor, <br />along with legal counsel, have been attempting to resolve certain issues that have not <br />— allowed the plat to be recorded. <br />��.3 On January 29,2007, the Roseville City Planner received a letter �ram the Ramsey <br />County Surveyar (David Claypool) regarding the MSP Commercial plat approved by the <br />City Council on July 19,2006. The letter stated that the County Surveyor would not <br />appravelrecord Venture 4th Addition until such time as matters are addressed that meet <br />State Statutes 505.02, Subdivision 1(see attached letter). <br />�_� Although the City Planner and City Attorney disagree with the interpretation of the <br />authority given the Ramsey County Surveyor under State Statutes 505.02, Subdivision l, <br />specific to what constitutes a thoroughfare, we do agree that some action by the City is <br />necessary to get the plat recorded and that the processing of a new Venture 4th Addition <br />and vacationlre-r�cc�rdin� of the pathway easement that lies in the northeast portion of the <br />site is the most desirable and least problematic course of action. <br />REVIEW of SUBDIVISION PLAT: <br />�. � Title 1 l, Subdivisions, of the Roseville City Code prescribes the standards under which <br />land can be divided. Speci#`ically, Section 11 D2.03A (Requirements Governing Approval <br />of Preliminary Plat — Planning Commission� reads: "The Planning Commissionmay <br />recommend ancl the City Council may r�quire such changes or re�isior�s as the City <br />Council deems necessary for the health, safety, general welfare and convenienceof the <br />City". <br />�.fr The properiy has a Comprehensive Land Use Map designation of Business (B) and a <br />zoning designation of Limited Business District (B-1), for which a professional office <br />— building up to three stories in height is a permitted use. <br />��, � MSP Commercial has a purchase agreement far the land area identified as Lot 2, Block l, <br />� Venture 4" Addition with JLT Roseville Corporate Center LLC for the purpose of <br />acquiring and developing a parcel of land into a two story professionallmed�cal building. <br />�. � The proposed PRELIMINARY PLAT includes Lot 1 at 12.27 acres in size, which will <br />include the existing office building, parking structure, and most of the existing surface <br />parking lot. Lot 2, at 2.53 acres in size, is a vacant developable lot to be owned by MSP <br />Commercial. <br />PF07-014_RCA_032607.doc Page2of4 <br />
