The findings are below: <br />i= <br />I ti A. The City Planner is unclear on the question regarding capacity, idling, and <br />i�� stacking — however, depending on the final design of the site for the Starbucks, <br />i; specifically the drive-thru lane, stacking capacity could range from 5 to 9 vehicles <br />i� before they would potentially effect internal circulation. <br />i .; <br />�� B. The existing Starb�el�s drive fihru has an observed weekday AM Peak Hour <br />=! volume of 105 vehicles entering and 127 vehicles exiting the premises, with an <br />__ average wait time of 3:3"� minutes. Tl�e observed weekday PM Peak �����r has 48 <br />r. . vehicles entering and 77 exiting the premises, with an average wait time of 2:12 <br />�..i <br />?r, <br />� �, <br />��� <br />� L� <br />�r. <br />'=a I <br />3 :� <br />;ti <br />:,a <br />a� <br />; r, <br />minutes. <br />C. Concerning screening of headlights, the Planning Division and the Development <br />Review Committee has required all new commercial sites to screen vehicle <br />headlights utilizing berming, landscaping and fencing or a mixture thereof to a <br />height of 32 inches. Staff is well aware of potential impacts that vehicle <br />headlights can impose on adjacent residences and discussions has taken place with <br />Kimco Realty's consultant on a plan that addresses this proper screening along the <br />drive-thru window. However, it should he noted that the backyards of the <br />adjacentresidences lie across Fairview Avenue at a distance of 250 feet (from <br />Franks property line to residential structure) and are heavily wooded. <br />PFD'7-409_RGA_032b0'� Page 1 of 9 <br />
