In answer to the question regarding added traffic from the anticipatedTwin Lakes <br />redevelopment - the AUAR did not include a��y of the intersections near the <br />Franks site. The traffic study required for the Plaza expansion at Roseciale <br />si;udiedlmodeled. intersections north of the Franks site (the study assumes a 1.5% <br />traffic background growth for Fairview Avenue and County Road B2). That <br />information has been included in the 2006 AUAR update. <br />H. City Staff has reviewed and the traffic study has analyzed two site designs for the <br />proposed Starbucks. The first design has parking that faces to the west and the <br />drive-thru window on the east side of the building. The second design has the <br />drive-thru window on the west side with parl�ing on the east. Condition Number 1 <br />of the recommendation supported (6-0) by the Planning Commission and included <br />in the attached resolution, anticipated a final approval by the Planning Division, <br />which action allows staff to work directly with Starbucks and their consultant on <br />an acceptable site design supported by the traffic study and any other conditions <br />placed on the project as a component of its approval. <br />PF07-OQ9_RCA_032607 Page 2 of 9 <br />
