��� <br />SEH MEMORANDUM <br />TO: Thomas Paschke, City of Roseville <br />FROM: George Calebaugh, PE, PTOE <br />DATE: February 22,2007 <br />RE: Roseville, Minnesota <br />Revised Franks Redevelopment Traffic Review <br />SEH No. A-ROSEV0701.00 14.00 <br />As requested, SEH completed a traffic review of the revised Franks Redevelopment at 1800 Highway 36 <br />in Roseville. The revised Franks Redevelopment site plan (dated ll22107) and a traffic study (dated <br />11310'� by RLK for the revised redevelopment were reviewed. <br />Comparing the revised Franks Redevelopment site plan to the original Franks Redevelopment site plan <br />reviewed by SEH (see 5�l3' � Franks redevelopment traffic study dated December S, 2005), the following <br />changes to the building uses and sizes were noted: <br />■ Tl�e bank is about 700 square feet larger in the revised plan. <br />■ The sporting goods store is the same size in both plans. <br />■ The general retail use is about 3,300 square feet less in the revised plan. <br />■ A 2,018 square foot drive-thru coffee shop is shown in the revised plan, but is not included in the <br />original plan. <br />Using our December 5,2005 traffic study information and the revised Franks Redevelopment site plan, <br />we revised our trip generation and traffic analysis for the Franks redevelopment site. The revised trip <br />generation for the site is shown in Table 1(see attachment). The weekday average daily traffic for the <br />revised plan is 3,9ll vehicles per day, compared to 2,888 vehicles per day in the original study. The PM <br />peak hour volume for the revised plan is 512 vehicles per hour, compared to 424 vehicles per hour in the <br />original plan. The AM peak hour volume increased considerably over the original plan (ll 5 original <br />versus 382 revised), but the critical hour for the design of improvements still is the PM peak hour volume. <br />Our revised PM peak hour volumes for the Fairvi�w Avenuel�rantage RoadlGluek Lane intersection are <br />shown in Table 2(see attachment), and our results of the traffic operations analysis for the PM peak hour <br />at the Fairview Avene�elFrontage RoadlGluek Lane intersection are shown in Table 3(see attachment). <br />The increase in site-generated traffic from the revised redevelopmentplan is relatively small and does not <br />change our findings and conclusions from the original study. <br />Comments Regarding R�,K's Traffic Study <br />We have some disagreement with the details of the RLK traffic study regarding trip generation for the site <br />and the traffic operations analysis results.
