Revised Franks Redevelopment Traffic Review
February 22,2007
Page 2
Our trip generation for the site is the same as KI.,K°s gross total trip generation numbers. RLK reduces
the trip generation volumes by 20% to account for shared trips (A shared trip rnight be someone that stops
at both the bank and coffee shop in one visit to the site.). Considring the size and mix of ses on the site,
we feel that a 20% shared trip reduction factor is too much and recommend that no reduction be made to
the site-generated trip estimate. This provides a more conservative estimate (higher) for trip generation
from the site.
The use of slightly lower trip-generation numbers by RL, for the site results in slightly better results for
the PM peak hour traffic operations analysis. Though RLT's and SEH's level of service and queue length
analysis may have slightly different results, the final conclusion for what is needed for improvements at
the Fairview AvenuelFrontage RoadlGle Lane intersection is the same for both studies, that is the
addition of a 100-foot right turn lane on the westbound approach at the intersection.
Comments Regarding Revised Site lan
Regarding the 1I22/07 site plan, large trucks (tractor-trailer combinations) will have a difficult time
accessing and circulating within the site. Large trucks will not be able to use the north access point to the
site without encroaching on curbs and boulevard areas. The placement of buildings, the size and
placement of raised islands, the location of parking stalls, and the length of the corner radii at internal
intersections make it difficult for large trucks to maneuver within the site.
In order to provide for large truck access to the truck dock area on the south side of the Goldsmith
building, it is our understanding that trucks will be directed to enter the Franks site through the access
points on the east side of the property (from the adjacent Sports AathoritylCircuit City property). This
arrangement for large truck access appears feasible. However, large trucks will need to exit the Franks
site through the south access driveway and connection to Fairview Avenue. Some modifications are
recommended to the georrtrics ofthis connection in order for trucks to use this connection without
encroaching on curbs and boulevard areas. These modifications involve increasing corner radii and
possibly increasing the width of the south access point opening.
The provisions for large truck access to the Franks site are predicated on the assumption that a oross-
easement agreement with the adjacent property will be signed by all parties. If this cross-easement
agreement cannot be agreed upon, then additional internal modifications to the Franks site will be
necessary to accommodate large truck access.
tlo
Attachments
c: Tom Sohrweide, SEH
,i.r+..,r,moa f,rara.,l,•F;.+
