Mr. Paschke advised that he was willing to <br />provide any additional information requested by the City Council on this <br />file. <br />1� Mayor Klausing suggested that if neighbors had particular concerns that <br />11 needed further information to be provided by staff, that they provide those <br />1� information requests to the City Council or staff prior to the next meeting to <br />1� allow for better discussion and public policy decisions. <br />7 f} <br />1 �r <br />1 �� <br />1� <br />1� <br />19 <br />�� <br />�] <br />�� <br />�3 <br />�4 <br />z� <br />��� <br />�7 <br />��3 <br />�� <br />�� <br />Mr. Paschke provided clarification to Councilmember Pust's request for the <br />actual number of vehicles going through the existing Starbucks drive-thru on <br />the north side of Highway 36; with rationale and interpretation of the peak <br />hour study times, determining why more vehicles were entering than were <br />exiting, with some having been on site prior to the time frame or sharing <br />trips to other retail uses on the site. Discussion included how to accurately <br />calculate and interpret those numbers; functionality of the site; and peak <br />hours of operation. <br />Councilmember Pust sought additional staff information regarding how to <br />determine environmental impacts previously addressed by neighbors for new <br />traffic versus past use traffic flows. <br />Roll C all <br />Ayes: Pust; Ihlan; Roe and Klausing. <br />Nays: None. <br />�1 10. Consider Appointment to the Housing and RedevelopmentAuthority <br />�r� ��� <br />��3 Mayor Klausing reviewed the appointment process, pursuant to State Stat- <br />3� ute, for filling vacancies on the Housing and Redevelopment Authority <br />3� (I�RA) , noting that it was a mayoral appointment, subject to City Council <br />3� approval. Mayor Klausing noted that he had been open to Councilmembers <br />�� suggesting an open application process, similar to other commission vacan- <br />�8 cies; however recognized that Mr. Maschka was currently serving on the <br />�� HRA_ and was seeking reappointment, following the expiration of his Coun- <br />
