CouncilmemberRoe observed <br />,� that, if construction were occurring on this site, it would create more <br />6 disruption to the site, residential neighborhood and park. <br />7 <br />� Councilmember Ihlan requested that the City Council consider, for <br />t� further policy discussion, renting out space in our community for such <br />.X� uses that had grave impacts to city parks and the entire community; <br />7 1 and noted that she would speak up for the park in that neighborhood <br />12 even if no one else would. <br />1:� <br />�� <br />1� <br />]� <br />1 '� <br />1� <br />1� <br />�� � <br />�1 <br />�� <br />�z� <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />;� i <br />;� � <br />�� <br />�� <br />�� <br />3� <br />�� <br />�� <br />��a <br />Mayor Klausing observed that this was private property, not park <br />property. <br />Councilmember Roe observed, as staff had previously noted, that the <br />area to be used on the Dorso site was located approximately 400' from <br />Langton Lake Park and another additiona1400' from Langton Lake; <br />and with fencing and other protections to keep materials from blowing <br />and conditions outlining contractor responsibilities and staff regula- <br />tion of those conditions, there should be no problems encountered. <br />Councilmember Roe corrected any misrepresentations and clarified <br />that no one on the City Council was against the park or the neighbor- <br />hood, but were seeking to be reasonable with this approach. <br />Roll Call <br />Ayes: Pust; Kough; Roe and Klausing. <br />Nays: Ihlan. <br />Motion carried. <br />h. Adopt a Resolution Approving an Interim Use Permit for Ramsey <br />County for Temporary Concrete/Asphalt Recycling Operation at <br />515 Larpenteur (PP 07-013) <br />Associate Planner Bryan Lloyd provided a brief summary of the re- <br />quest as outlined in the staff report dated March 26, 2007; noting that <br />it was similar to past City Council approvals; and that crushing was <br />estimated to last for 2-3 days with materials to be used in other base <br />layers. <br />
