Consider Adoption of a Resolution Approving the Request of Kimco <br />G Realty and Starbucks Coffee for a Conditional Use Permit for a drive- <br />� thru at a Proposed Starbucks Coffee at 1800 Aighway 36 (PF 07-009) <br />� City Planner Thomas Paschke briefly summarized the request, and addi- <br />� tional information provided, as detailed in the staff report dated March 26, <br />1G 2007. Mr. Paschke noted that representatives of the applicant and develop- <br />11 ment team, RI.K Incorporated and Kimco Realty Corporation; as well as the <br />1� City's traffic consultant, Glen Van Wormer, S.E.H., were available to re- <br />1� spond to questions of the City Council or public, as so desired. <br />� f� <br />1 rk <br />� �� <br />17 <br />1� <br />14 <br />�� o <br />�1 <br />2� <br />�� <br />24 <br />�� <br />�� <br />�� <br />�8 <br />Council and staff discussion included cost responsibility for improvements <br />of the frontage road at Fairview, with staff confirming that the developer <br />would bear the cost; transferability of the CUP to future property owners, <br />with City Attorney Anderson advising that the Council had the ability to �o- <br />condition the CUP approval and future transfers that it would be that the <br />drive-thru could be very specific as to the type of restaurant use allowed <br />(i.e., stand alone cafe I coffee shop with single-drive-thru lane); and con- <br />cerns expressed that terms were being used that were not clearly defined in <br />current City Code. <br />Councilmember Kough expressed concern with the number of vehicles <br />idling while stacked in the drive-thru and emissions impacting the adjacent <br />daycare and residential properties along Fairview Avenue; <br />��� Further discussion included types of restaurant classes (6-7); traffic count <br />:��� studies; stacking projections for the drive-thru; and any impacts from stack- <br />:� 1 ing in the drive-thru with internal circulation of the site. <br />��� <br />� <br />�� <br />�� <br />�6 <br />� f <br />Councilmember Ihlan questioned if staff had performed any analysis related <br />to on-site noise, light and air pollution from stacking. Staff responded that <br />no analysis had been done, as staff had opined that the site could accommo- <br />date the stacking and traffic flow. <br />
