Regular City Council Meeting <br />Monday, March 26,2007 - DRAFT <br />Page 21 <br />1 Councilmember Ihlan expressed her concerns, similar to past discussions, in <br />� zoning and permitting for a drive-thru that transferred to a broader future use <br />� than that originally approved by the City Council. <br />e� <br />� Community Development Director John Stark advised that it was his im- <br />� pression that past approvals did not have a resolution specifically stipulating <br />7 uses. <br />8 <br />� <br />�� <br />11 <br />l� <br />� ;� <br />�4 <br />1 �� <br />1� <br />1� <br />1� <br />i� <br />� [� <br />�1 <br />�� <br />�� <br />�� <br />�� <br />�� <br />�? <br />�� <br />�9 <br />�€� <br />31 <br />�� <br />:3� <br />4� � <br />�5 <br />�6 <br />�� <br />�� <br />While Mayor Klausing had requested additional public comment be submit- <br />ted in writing prior to tonight's meeting, none had been received, with the <br />exception of those two noted and distributed by staff; and Mayor Klausing <br />opened the meeting for public comment on this issue. <br />Public Comment <br />For the record, Community Development Director John Stark provided writ- <br />ten comment as Bench Handout, in support of the project via letter dated <br />March 20, 2007, from Golfsmith located at the propsed site; and an e-mail <br />dated March 22, 2007 from Stefanie Meyer — Vice President of Retail for <br />KinderCar�, regarding her conversations with Becca, the manager of the <br />KinderCare center located south of the project. <br />Roger Reiling,1877 Gluek Lane <br />Mr. Reiling had provided his comments previously in writing; and reiterated <br />his, and adjacent neighbors across Fairview Avenue, concerns; with their <br />previous submission of a petition requesting, "that the Roseville City Coun- <br />cil NOT APPROVE the Starbucks request to build a drive-up facility in our <br />neighborhood." <br />Mr. Reiling had performed his own research and analysis of the propsed pro- <br />ject, and restated his concerns regarding impacts to the seven residential <br />properties on the west side of �airview that would be impacted by the pro- <br />ject, specifically noting and detailing issues related to: 1) hours of operation <br />projected between 5:00 a.m. and 12:00 midnight, creating 19 hours of opera- <br />tion 241'7; 2) the number of cars coming to site — not just to the drive-thru; <br />3}garbage collection and related noise, litter and other aesthetic issues; and <br />4) overall noise for the residents with most of the bedrooms facing Fairview <br />Avenue. <br />
