Mayor Klausing recognized � the concerns with the dumpsters on the existing Starbucks site; however, � noted that this was not an issue specific to the CUP, but was addressed as a � condition of approval, allowing staff monitoring and enforcement at the pro- � posed site. � �0 �1 �� l3 t� �� 1 �� �� �� 19 �� �1 �� �� �� �� �� �� �� �� �� �l �� �� �� �� 3�� �� �� ;�� Councilmember Ihlan opined that she had a much different view of the re- quest, that a drive-thru was not a permitted use, and focused on the drive- thru itself. Councilmember Ihlan noted that the Starbucks itself was a per- mitted use, and customers were welcome to use it, without the convenience of a drive-thru. Councilmember Ihlan further ovined that this was a uniaue � location next to a daycare and residential neighborhood with headlights pointing in the direction of both, creating light pollution; that the proximity to the daycare center was a safety concern for children due to emissions from idling and stacked vehicles at the drive-thru, and lack of environmental data regarding emissions being produced by the applicant; the significant impacts to traffic with peak morning and afternoon trips, creating a need to add a turn lane to accommodate traffic, and increasing difficulties in navi- gating access points; and questioned the compatibility of the proposed use with contiguous properties; in addition to noise pollution from garbage col- lection. Councilmember Ihlan concluded her comments by opining that this was a policy decision for the City Council, and further opined that this was not a place for this type of use; and moved to deny the request, based on the findings as stated above.
