Councilmember Ihlan noted that the Starbucks itself was a per- <br />mitted use, and customers were welcome to use it, without the convenience <br />of a drive-thru. Councilmember Ihlan further ovined that this was a uniaue <br />� <br />location next to a daycare and residential neighborhood with headlights <br />pointing in the direction of both, creating light pollution; that the proximity <br />to the daycare center was a safety concern for children due to emissions <br />from idling and stacked vehicles at the drive-thru, and lack of environmental <br />data regarding emissions being produced by the applicant; the significant <br />impacts to traffic with peak morning and afternoon trips, creating a need to <br />add a turn lane to accommodate traffic, and increasing difficulties in navi- <br />gating access points; and questioned the compatibility of the proposed use <br />with contiguous properties; in addition to noise pollution from garbage col- <br />lection. Councilmember Ihlan concluded her comments by opining that this <br />was a policy decision for the City Council, and further opined that this was <br />not a place for this type of use; and moved to deny the request, based on the <br />findings as stated above. <br />Ihlan moved, Kough seconded, DE1�IIAL of a Resolution entitled, "A Reso- <br />lution Approving a Conditional Use Permit in Accordance with Roseville <br />City Code, Sections 1005.015 and 1013.01, for Kimco Realty and Starbucks <br />Coffee, 1800 Highway 36 Frontage Road (PF 07-009);" with the denial <br />based on the findings as previously stated by Councilmember Ihlan (i.e., that <br />this was a unique location next to a daycare and residential neighborhood <br />with headlights pointing in the direction of both, creating light pollution; that <br />the proximity to the daycare center was a safety concern for children due to <br />emissions from idling and stacked vehicles at the drive-thru, and lack of en- <br />vironmental data regarding emissions being produced by the applicant; the <br />significant impacts to traffic with peak morning and afternoon trips, creating <br />
