� <br />� <br />LJ <br />� <br />� <br />� <br />� <br />� <br />9 <br />I� <br />11 <br />1� <br />�3 <br />1 �1 <br />�� <br />� �� <br />] �7 <br />18 <br />1� <br />� <br />�1 <br />�� <br />�3 <br />�4 <br />�s <br />� �� <br />�� � <br />Special City Council Meeting <br />Thursday, March 29,2007 <br />DRAFT Minutes Page 13 of 20 <br />Infrastructure <br />Identified goals were: Roseville has a comprehensive, safe, efficient and reliable <br />transportation system; Roseville has well-maintained, efficient, and cost-effective <br />public infrastructure; and Roseville has technology that gives us a competitive ad- <br />vantage. <br />Strategies identified were: provide a road system that moves people and goods <br />safely and efficiently; ensure a robust public transit system that is integral to the <br />metropolitan system and meets long-term needs; properly fund public transporta- <br />tion and transit systems; expand, maintain, and promote a system of continuous <br />and connected pathways that encourage walking and biking; proactively communi- <br />cate about and promote transit and pathway options; maintain and upgrade public <br />infrastructure to meet long-term needs; develop and implement environmentally <br />sensitive public infrastructure planning, design and construction; provide sufficient <br />funding for long-term infrastructure construction and operations; ensure that the <br />technology infrastructure is in place to optimize public and private sector perform- <br />ance; develop a long-term technology infrastructure plan; and establish secure <br />funding sources to operate, maintain, and upgrade technology infrastructure. <br />Mr. Keel noted that there were some obvious and some not-so-obvious infrastruc- <br />ture items identified. Mr. Keel advised that the citizens were interested in consis- <br />tent management plans and funding for long-term infrastructure needs; and ex- <br />pressed strong support for alternatives in transportation (i.e., pathway and transit) <br />and specifically asked for an update of the Master Pathway Plan, and that it be <br />consistently updated as a living document for the community. <br />�� Mr. Keel advised that many comments were shared regarding the City working <br />�� with other government agencies, specifically as it related to the issue of mainte- <br />�� nance, and in keeping with the economic viability of the community. Mr. Keel ob- <br />� 1 served that the citizens wanted a high quality system, and high maintenance of that <br />�� system. Mr. Keel noted that overall, technology was a theme, with the issue of <br />�;3 proactively planning for the long-term future. Mr. Keel noted that citizens recog- <br />�� nized that the availability of technology was a common equalizer for all citizens, <br />3�� and something of value, providing economic advantages to individuals as well as <br />��� the business community, and that the City should remain proactive, without being <br />�7 on the outer cutting edge of technology. Mr. Keel noted that, while citizens <br />��3 thought access to wi-fi was appropriate (after the bugs had been worked out), a <br />�� more appropriate consideration would be to install fiber optic access in roadway <br />
