Mr. IValinen noted that staff would serve
as a resource for the City Council however the Council wanted to involve the
community in bringing forth ideas, with the City Council needing to ultimately
identify the short and long-term ideas to allow staff to develop a work plan and
process. Mr. 1Valinen noted that, at the Department Head level, staff was quickly
identifying which department specifics were applicable and putting a dollar
amount or policy to be adhered to, and were looking for action with steps identified
and relative or major costs, to be aid out in greater detail. Mr. IVTainen supported
the concept of getting into a pattern on an annual basis, more in advance of the
budget process, to determine specific projects and ideas to meet those goals as
identified. Mr. Vlalinen suggested that staff should have additional information
and specifics within a probable 90-day time frame that could bring some ideas to
life.
Councilmember Roe compared the adoption of this document to that of adopting a
child: that the vision is adopted by staff, community groups, advisory commis-
sions, and the City Council with multiple layers of roles, with the notion of keep-
ing the involvement of the groups in the visioning process. Councilmember Roe
sought input from individual Advisory Commissions for their input on areas that
were within their specific jurisdiction, and with staff s involvement, provide sug-
gested ways to incorporate the goals and vision statements. Councilmember Roe
suggested that such mundane ways as identifying in specific "Requests for Council
Action," those items that correspond or conflict with specific vision goals would
prove helpful, and would serve as a key aspect of maintaining the vision, along
with an ongoing annual review and more detailed review on longer term margins.
Councilmember Roe encouraged the City Council to look at developing or creating
a habit of dealing with the vision, as a great legacy this City Council could leave
for future Councils.
Councilmembers enthusiastically concurred with Councilmember Roe on creating
such a habit.
