The City will evaluate responsive proposals and may select two or more <br />consultants to be fully qualified and best suited among those submitting, on the <br />basis of the factors listed above and interview those top candidates. Costs and <br />compensation will generally be considered, but is not the sole determining factor. <br />In many cases, other factors, including but not limited to experience, financial <br />and professional capacity, references, service, warranties, proposed approach, <br />life cycle costs, etc. are more important than the initial cost. <br />After the final evaluation, the City shall select the consultant who, in its opinion, <br />best meets the need of the City. <br />C. The City of Roseville reserves the right to reject any or all proposals in whole or <br />in part, to waive informalities or irregularities, in the proposals received, and to <br />reject non-conforming, non-responsive, conditional or qualified proposals, and to <br />accept the proposals in whole or in part, which, in the City's judgment, best <br />serves the interest of the City of Roseville and its citizens. <br />GENERAL CONDITIONS <br />A. Proposals must be received at the City Offices by 2:0t} PM on Monday, April <br />16, 2007. The City of Roseville will not pay any costs incurred by any consultant <br />resulting from the preparation or submittal of a proposal in response to this RFP. <br />It is the respansibility of the consultant to ensure that the proposal arrives at the <br />Parks and Recreativr� Office prior to the time and date indicated above. Proposals may also be faxed to <br />651.792.7101. <br />L� <br />C. <br />C <br />Proposals shall be placed in a separate envelope clearly marked Proposal - <br />"Energy Audit and Feasibility Study." <br />Proposals shall be firm for a period of 60 days commencing April 16,2007. <br />Any person or agency on the US Attorney General's list of ineligible contractors <br />will not be considered. <br />� <br />
