Develop "public spaces" through landscaping at intersections and in places where right- of- way is
available.
. Improve storm water facilities with plantings. Remove invasive species to install trees and native
plantings around ponds and infiltration areas.
* Replace the existing City Campus sign at the northwest corner of County Road C and Lexington
Enhance the connection between the City Campus and Central Park through landscaping.
The Public Works, Environment, and Transportation Commission (PWETC) discussed this item at their
March 27 meeting. Staff presented the attached location maps showing the areas for landscaping. We
also showed them some of the plant species being considered for the project. Comments that staff
received from the PWETC:
Staff should provide pictures from similar streetscapes for the Council discussion. We have
attached pictures from Golden Valley and St. Louis Park streetscapes for discussion at the
worksession.
. Native seeding should not be considered in small areas of the streetscape.
Street trees would provide the greatest impact for the corridor. The streetscape should
include trees wherever feasible.
Financial implications
In 2002, the City applied for and received federal funding for the streetscape proj ect. The original grant
was for $1,000,000 which has been adjusted for inflation to $1,130,000. These federal funds can
provide up to an 80120 match. To receive the full amount- 80% of the constructioncost, the City will
need to fund 20% ($282,500) of the constructioncost with internal funding. In additionto these
matching constructionfunds, the City will need to fund any design costs. At this time, we anticipate
developing these plans primarily with our existing city staff.
Recommended Action:
Provide direction to staff regarding the proposed design elements
Prepared by: Debra Bloom.
