The portion of County Road C in Roseville is <br />1� heavily traveled. With traffic counts of as much as 17,500 vehicles a day, it is utilized by many as an <br />1� importanttransportationfacility that links I-35W and Snelling Ave to major commercial and industrial <br />I 8 centers. It also serves as a reliever for TH 36 traffic. <br />�� <br />�� In 2001, the City Council commissioned a master planning study to review streetscape improvements <br />�] along County Road C from Long Lake Road to Rice Street. Following an extensive public involvement <br />�� process involving the City Council, residents, business owners, and Ramsey County, the County Road C <br />i3 Streetscape Framework Manual was adopted by the City Council in March, 2002. <br />�� <br />'� � The prizna�ry purpose of the proj ect is to mitigate the impact that County road C has to adj oining <br />�� properties and to the traveling public. Prior to reconstruction this segment of County Road C was wide <br />�� open, geared to the automobile with the look and feel of a highway. The streetscape is dominated by <br />�.8 large electric transmission wires and lattice towers. The railroad right-of-way to the south is overgrown <br />��'� with weeds and cottonwood seedlings sticking through a chain link fence. The existing wetlands and <br />� i} drainage ditches are overgrown with invasive species and fallen trees. <br />�� <br />�� <br />�a <br />�� <br />�� <br />�� <br />3'� <br />�$ <br />39 <br />Following Council direction, staff developed a level of design using the manual as a basis. The City <br />Council requested that we emphasize landscaping and eliminate the "non- functional" streetscape <br />elements. Using this as a guide we will be able to develop a landscaping plan that is on par with what is <br />proposed in the framework manual, and meets the construction budget defined by the federal funds. <br />Since the County's reconstruction project was $rolcen into 2 phases, the streetscape project was approved <br />at two separate public hearings. Phase I of this project was approved on August 12,2002, with Phase �� <br />being approved on March 27,2006. <br />�� Ramsey County will complete the final stage of the County Road C reconstruction between Long Lake <br />� I Road and Oxford Street this spring. The County's project consisted of the reconstructionof the road, <br />�� geometric improvements, protected left turn lanes, additional turn lanes at intersections, a center median, <br />�3 colored concrete, and pedestrian level lighting. The City of Roseville's Streetscape proj ect covers the <br />�-4 entire length of the County's road reconstruction proj ect. <br />�� <br />� 6 The County Road C Streetscape project will finish up what the County's reconstruction project started, a <br />�- corridor �acelift that improves the travel experience for all modes of transportation. It will help integrate <br />�S County Road C with the immediate neighborhood and the community at large. Some of the <br />
