1018.04: GENERAL PROVISIONS: <br />A. General Density Requirements, Exceptions And Credits: <br />1. The total minimum lot requirements for structures housing three (3) or more dwelling units in any R <br />District may be reduced by one hundred (100) square feet per dwelling unit if the property involved is <br />contiguous to a B or an I District. (1004.OIB} <br />2. The total minimum lot area requirements for structures housing three (3) or more dwelling units in any R <br />District may be decreased by three hundred (300) square feet for each parking space that is provided under the <br />principal use structure or, in some other manner, underground which allows use of the grade level above such <br />space for other parking, yard or recreation space. (100¢.018} <br />C. General Lighting Regulations: Any illumination, whether affixed to a building or otherwise, within a lot in <br />any R District shall not be permitted to beam beyond the lot lines wherein it is located. (1004.018� <br />D. Surfacing Parking Areas <br />1. C)ff s�r�et parking areas shall be surfaced with asphalt or concrete and with permanent concrete curbs to <br />define driveways and parking limits. (100�.01 D�a} <br />2. New parking lot surfacing shall be a minimum of two inches (2") of bituminous pavement. (1oD�.41D} <br />(1005.OID3b) <br />3. Concrete curb and proper setbacks will be required if the parking lot is re-graded or reconstructed with a <br />one inch (1 ") lift or greater of bituminous pavement. (1005.01D3c) <br />4. No concrete curb will be required in the following instances: <br />a. Parking lot seal coated or surface treated; and <br />b. Minor patching or surface repair (overlay less than 25%). (IOOs.�1�3�1, <br />5. For all new construction in all zoning districts, site plan review as described in Section 1010.16, is required <br />and no construction shall occur without such review and approval. (1oos.o.t.�3e} <br />6. Site plan review as described in Section 1010.16 shall be required for all repairs, remodeling and additions <br />if the construction involved increases the overall size of the parking lot by ten percent (10%) or in the event <br />that the construction increases the assessor's market value by over twenty percent (20%). (1005.01D.��} <br />7. All construction which repairs or remodels or alters a parking lot between ten percent (10%) and fifty <br />percent (50%) of its size shall not be required to meet all of the criteria outlined above (D 1 through D6). A <br />percentage of expansion between ten percent (10%) and fifty percent (50%) or a monetary improvement <br />between twenty percent (20%) and fifty percent (50%) would require a proportional level of improvement. <br />This proportional requirement will be determined by the Development Review Committee subj ect to appeal to <br />the City Council. The City Council may refer such an appeal to the Planning Commission for review and <br />recommendation. (1005.01D3� <br />8. Surfacing Of Residential Parking Areas: <br />a. All open off-sheet parking lots, driveways, or areas shall be constructed of bituminous, concrete or other <br />paving material approved by the Public Works Director. (1004.01D3a} <br />b.
