Concrete curb and proper setbacks will be required if the parking lot is constructed, re-graded or <br />reconstructed with a one inch (1 ") lift or greater of bituminous pavement, except: (1 �04. D1 D c} <br />(1) In R-1 and R 2 Districts where the principal structure is single-family or duplex. <br />(2) Parking �at seal coat or surface treated. <br />(3) Minor patching or surface repair (overlay less than 25 percent). <br />d. The construction of any new parking areas in any zoning district except R-1 and R-2, and all other <br />repairs, remodeling and additions if the construction involved increases the overall size of the parking lot <br />by ten percent (10%) or in the event that the construction increases the assessor's market value by over <br />twenty percent (20%}, shall require site plan review as described in Section 1010.16 of this Code. <br />(IOD4. 01D3d) <br />e. All constructionwhich repairs or remodels or alters a parking lot between ten percent (10%) and fifty <br />percent (50%) of its size shall not be required to meet all of the criteria outlined above. A percentage of <br />expansion between ten percent (10%) and fifty percent (50%) or a monetary improvement between twenty <br />percent (20%) and fifty percent (50%) would require a proportional level of improvement. This <br />proportional requirement will be determined by the Development Review Committee subject to appeal to <br />the City Council. The City Council may refer such an appeal to the Planning Commission for review and <br />recommendation. (1004. 01 D3e) <br />9. Drainage: Off-street parking areas shall be so graded and drained so as to dispose of all surface water. <br />Drainage plans shall be subj ect to the approval of the City Engineer. (1004. 0104) <br />E. Minimum Roadway Standards As Related To On-Street Parking. The following minimum dimensional <br />standards shall apply to all existing City and private roadways when newly constructed or reconstructed. All <br />local residential streets must be constructed to a width of thirty-two feet (32') from the face of curb to face of <br />curb. In cases where this width is impractical, the City Council may reduce this dimension, as outlined in the <br />City street width policy. However, for purposes of emergency vehicle access, no street shall be constructed to <br />a width less than twenty four feet (24'). In order to preserve the minimum clear width, parking must be <br />restricted according to subsection A of this Section. (1103.021) <br />1. Signage Requirements: "No parking" signs shall be installed in accordance to the following (�1o�3.OZ1,4} <br />32 feet Parking permitted on both sides of the street (no signs needed). <br />26-32 feet No parking on one side of the street (signs on one side). <br />24-26 feet No parking on both sides of the street (signs on both sides). <br />2. Islands In Cul-De-Sacs: With the approval of the City, a landscaped island may be constructed in a cul-de- <br />sac. A clear distance of twenty-four feet (24') minimum shall be required between the island and the outer <br />curb. (1103.021F} <br />3. No physical barriers which would impede the movement of emergency vehicles shall be allowed within <br />the island. In all cases, no parking shall be allowed in cul-de-sacs with landscaped islands. (Ord. 1167, 7-8- <br />1996� (I 103. 021 Fj <br />1018.05: DESIGN AND MAINTENANCE OF PARKING AND LOADING AREAS: <br />A. The locationand specificationsfor curb cuts and driveways in accordancewiththis Section shall be a <br />necessary part of the plot plan for the use and structure and must be approved prior to the issuance of a <br />building permit. <br />B. Standards For Size Of Parking Space: Space for a single vehicle shall be nine feet by eighteen feet (9' x 18') or <br />larger, provided up to fifty percent (50%) of the required spaces may be not less than eight feet by eighteen <br />feet (8' x 18') when posted "Compact Vehicles Only" . Standards For Driveways And Parking Lots: The following regulations shall apply to all driveways and aisles <br />in parking lots: ('/03.44BJ <br />1. Maximum Width: <br />a. R-1 And R-2 Zones: For single-family and duplex principal structures within the �-1 and R-2 Zones, <br />the maximum width of any driveway at the property line shall be twenty-six feet (26').
